1. Bidding conditions
The bidding project of Yunnan Cable Digitalization and NGB Project was launched in 2017 with WIFI High-Definition Set-top Box centralized procurement project (secondary). The owner of the project was the Yunnan Radio and Television Network Group Co., Ltd. The construction fund was self-raised by the company and the project had the tendering conditions. The project is now open tender.
2. Project overview and scope of tender
2.1 Project Name: WIFI High-Definition Set-top Box Centralized Purchase Project for 2017 in Yunnan Cable Digitalization and NGB Project (Secondary)
2.2 Delivery: Delivery to the designated place within 15 days of receiving the order notification (subject to the actual order time)
2.3 Delivery place: Determined according to the specific order notification (Yunnan Broadcasting Network Group Co., Ltd. sub-branches)
2.4 Warranty Period: Beginning on the next day after the date of use provided by the user to the user (the date when the goods are sent to the user and the installation is completed), no less than 3 years of free warranty period and 6 days of free charge to attend all software Upgrades and release updates. 2.5 Warranty Period: The warranty period ends on the marked date of manufacture or the date of shipment from the date of expiry of the marked expiration date or expiry date. (For the definition of warranty period, see the contents of the contract)
2.6 Scope of Bidding: The estimated purchase quantity of the HD set-top box with WIFI in this project is at least 2,000 units, and the contract period will expire on June 30, 2018; within the contract validity period, the specific purchase quantity shall be based on the order placed by the tenderer.
3. Bidder qualification requirements
3.1 The bidder must be registered in the territory of the People's Republic of China and have an independent legal personality, hold a valid business license, tax registration certificate, and organization code certificate. (The unit that has implemented the three-in-one certificate can only provide business with three certificates.) Licensed equipment manufacturer or equipment dealer.
3.2 If the equipment manufacturer is a domestic company. Bidders must be manufacturers and agents are not allowed to participate in the bidding; if the equipment manufacturer is a joint venture or a foreign-funded enterprise that allows agents to participate in bidding, the agents must have a unique authorization letter from the manufacturer for this project.
3.3 The bidder intends to bid for the equipment to be simultaneously supported and compatible with the Tembec CA system, Yongxin CA system and digital video CA system.
3.4 The WIFI high-definition two-way set top box provided by the bidder must pass the China Compulsory Product Certification that is 3C certification, and has the National Radio, Film, and Television Bureau network acceptance certificate and network access detection report (approved by a third-party testing agency authorized or commissioned by SARFT). At the same time, it has a test report on the set-top box test of Yunnan Radio and TV Network Group Co., Ltd.
3.5 The bidder must have the necessary financial, technical, and service capabilities to perform the contract, and be able to undertake the supporting work related to the bidding by the bidder. It must have three years (2014, 2015, 2016) of three years of financial reports (audited by an accounting firm) and bank credit certificates (the date of issue is effective from the date of this announcement).
3.6 In recent years (2014 to date), equipment manufacturers must have a cumulative sales volume of more than one million equipment series (including without WIFI HD set-top boxes), and cumulative sales in the same province exceed 500,000 units. [The contract agreement and the user's certification materials must be provided for the clear sales volume or supply quantity (the user proof must clarify the quantity already supplied.)

3.7 Bidders intending to bid for product manufacturers shall have a valid ISO9001 or above quality management system certification.
3.8 In recent years (from 2014 to now), no record of bad behavior due to breach of contract or product quality has been reported by the competent authority, and there has been no case of involvement in the contract due to contract performance and the case has lost.
3.9 Manufacturers and their agents cannot participate in the bidding for the same project at the same time. This tender does not accept joint bid applications.
3.10 The bid documents must provide a photocopy of the enquiry records of the bidder's company and the legal representative's no bribery crime issued by the procuratorate within the validity period (original report for future reference).
