In the western regions outside the China Southern Power Grid, the electricity supply situation is not optimistic. Sichuan Electric Power Company expects that the maximum shortage of electricity in Sichuan power grid will reach 20% in this winter and next spring, and the maximum power shortage will be 4 million kilowatts. The power supply and demand situation in Chongqing has also tightened again. CSC believes that there are two major phenomena in the current power shortage that warrant attention: First, the time for power shortages is ahead of schedule, and the time between two power shortages is shortened; second, the province of Hunan, a major hydropower province, and Shanxi, a major coal province, are in an emergency situation. "From the current inventory of companies, this year's winter electricity shortage will be more serious, a larger range, a deeper level." In September, power shortages occurred successively in Shanxi, Hunan, and Chongqing from Zhejiang and Guangdong to the Midwest, and electricity shortages continued to spread. In Zhejiang, many SMEs are still in the state of power cuts. From the beginning of this year to the present, Zhejiang has undergone five rounds of orderly use of electricity, and has initiated or adjusted orderly electricity use plans 12 times. The reporter learned from the Qinhuangdao Coal Network that coal inventories at ports such as Qinhuangdao are also declining. The peak of coal consumption in winter is approaching. Not only the stock of the port is declining, but also the inventory of power plants is declining. This will inevitably affect the daily generation of electricity during peak winter electricity use.

Han Xiaoping believes that coal prices have risen, but thermal power companies' coal inventories are still declining, resulting in serious unplanned outages, indicating that coal companies are pushing coal prices higher by reducing coal output and reducing coal supply.

Industry experts pointed out that the new round of power shortages further highlights the gradual reduction of electricity price control strategies. It stems largely from the failure to complete human factors disruptions caused by coal-electricity transactions, production and sales processes, and the fracture of capital chains.
