The US-South Korea washing machine trade war has made new progress, and the US government has once again offered the "big stick" of trade protection.

According to the Yonhap News Agency, the US government announced on Monday that it would adopt trade protection measures for importing large domestic washing machines and solar cells. The Yonhap thinks this is a "potential blow" for Korean manufacturers.

The United States has sacrificed trade protection and made great sticks to fight Korean enterprises.

At the end of May 2017, US home appliance manufacturer Whirlpool submitted a trade protection application to the US government, requiring extensive trade barriers for imported washing machines, and pointing Jianfeng to US washing machine manufacturers Samsung and LG.

In early October, the US International Trade Commission ruled that Samsung and LG's large-scale domestic washing machines had adversely affected the US washing machine industry, and in early December submitted US trade remedy recommendations to US President Donald Trump.

According to the Yonhap News Agency, the US government's trade protection measures include import quota restrictions on imported large-scale household washing machines, 20% tariffs on imported laundry of less than 1.2 million units, and 50% import tariffs. In the second and third years, the tariff rates imposed on imported washing machines of less than 1.2 million units were reduced to 18% and 16%, respectively, while those exceeding 1.2 million units were reduced to 45% and 40% respectively.

For solar cells and modules, the US government imposes a duty-free tariff on imports of less than 2.5 megawatts, and the excess will be levied from 30% to 15% for the next four years.

US Trade Representative Robert Lighthizer announced that these measures have been approved by US President Trump.

"The (US) International Trade Commission found that American manufacturers were seriously damaged by imported goods and recommended some measures to the president," Robert Lighthizer said in a written statement. "The president's actions clearly show Trump again. The government will always protect American workers, farmers, ranchers and businesses at this point."

The South Korean side has urged the United States to stop implementing the above-mentioned trade protection measures and insisted that such a move would only harm the interests of the United States.

South Korean washing machine makers Samsung and LG exported a total of $1 billion worth of large-scale household washing machines to the United States in 2016. The two companies accounted for 16% and 13% respectively in the US washing machine market, while the US manufacturer Whirlpool The market share is 38%.

According to data from the South Korean government, in 2016, Korean companies exported US$1.3 billion worth of solar cells to the United States, ranking third in Malaysia and China.

The United States decided to have no influence on China's washing machine enterprises.

This is not the first dispute between the United States and South Korea on the washing machine trade. As early as 2012, Whirlpool filed an anti-dumping investigation with the US government for the dumping of washing machines produced by Korean companies Samsung and LG in South Korea and Mexico in the US market, and received support from the US government. The US government then ruled that the dumping facts were established and imposed tariffs on washing machines produced in the above two places.

At the end of 2015, Whirlpool again launched an attack on the United States to conduct anti-dumping investigations on washing machines produced by Samsung and LG in China. The US government once again made a positive final ruling, ruling a high tariff on large domestic washing machines from China.

The US trade protection policy has caused China's response to US washing machine exports to fall. According to the data of the General Administration of Customs of China, from January to November 2017, China’s exports of washing machines to the United States fell by 93.7% year-on-year.

In this regard, analysts believe that China's exports of large domestic household washing machines are mainly concentrated in the hands of Samsung and LG investment companies in China. Before the United States imposes anti-dumping duties on large domestic washing machines produced in China, Samsung and LG will gradually export orders to the United States. Hu Xiaohong, senior consultant of the Information Consultation Department of China Household Electrical Appliances Association, believes that the high tariffs imposed by the United States on imported large domestic washing machines are mainly aimed at Korean companies, and “there is basically no impact on the export business of domestic washing machine manufacturers”.

Generally speaking, the impact of China's anti-dumping on US washing machine exports in 2017 is relatively limited. According to the data of the General Administration of Customs, the export volume of washing machines in China from January to November 2017 increased by 2.8% year-on-year.

In fact, the extent to which the US trade protection measures have prevented Korean washing machines from entering the US market is still unknown. Samsung and LG have taken preventive measures long before Whirlpool submitted its trade protection application to the US government for the third time.
